Try Aidan's suggestion first.  If not, maybe it's empty or corrupt.
You have enough disk space?  Does deleting the file and updating help?

Ah, that could be.  I was going to say "it happens immediately after
loading startup.el", but in fact that should be "it happens on the
first not-yet-installed file that loads after startup.el", which would
fit.  Nice catch!

Mats, if this is the problem, you could also just copy general-late.el
into the install tree.
