qxe generation problem

Benson's change is already checked in to 21.4.  I've been wrestling
with the 21.5 version, which is the only version that has to worry
about the qxe stuff.  The actual guts of the patch (struggling with
Windows file permissions) seem to be fine.

I'll document what I tried in 21.5 and what happened ASAP.
