In the late 80s to mid 90's there were devices called X-Terminals.  These were
boxes with a screen and keyboard that only ran the X server and quite popular
at the time.  The boot image, fonts and related data were fetched via TFTP
from a server, and that directory tree was typically owned by root.

These days similar systems aren't as common, but running an X server in a
locked-down PC thin client might produce similar constraints.

In general I'd advise against mucking about with the font path unless we
*really* need to do it, such as supplying our own fonts.
