Agree.  And even this did not happen in 21.5 for years.

Only perhaps in 21.5.  (Never tried to add new ucs <-> emchar mappings
in it.  May still need mule-ucs to do that.)  And even if eliminate
CCL uses in 21.5, there will still be many reasons to stick to 21.4.
