There's discussion about a BTS for GNU Emacs going on on
emacs-devel at gnu.org (ifyou're not subscribed, I think you can access
the archives from Savannah?).

For perspective on my "blockading" tactics (black humor, nobody said
that, but I have to acknowledge a certain amount of truth in it), see
RMS's hardline.  Also, my position is not so different from Miles
Bader's.  Maybe he says it better than I can. :-)
