[comp.emacs.xemacs] Xemacs network install fails

I'm using the "netinstall" setup program, not the InnoSetup.  I need the Cygwin
version, not the native Windows version.  The new setup program (21.4.19)
does not give a choice between native or Cygwin.  So I used the older
program (21.4.13), which is listed on the xemacs.org website still, and which
has worked without problems in the past.

I solved the problem by downloading all the packages manually, and
constructing a new setup.ini by concatenating the setup-bin.ini and
setup-packages.ini, then selecting "install from local directory".

(I know Cygwin supplies an xemacs package, but it's the full sumo
package and requires X Windows packages)
