[PATCH] arc-mode: set coding system

No, insert-file-contents. We *want* the relevant coding system determination
to happen for files inside archives; their coding systems remain what they
were before the files became part of the archives.

There do appear to be hooks called by insert-file-contents-literally, which
seems to me to be a horrible design decision.
