Move ibuffer to xemacs-base? [was: hyperbole now requires ibuffer]

Since Emacs now uses ibuffer by default IIRC, maybe a better idea
would be to move the ibuffer stuff to xemacs-base, or otherwise mark
it as one of our "yes, you really need this package" packages in some
way.  (Moving it to core is out because of existing 21.4 installations.)

Thoughts?
