21.5-b27, KOI8 autodetect trouble

Hi!

I have some problems with KOI autodetection on XEmacs 21.5-b27 with
Mule. From my ~/.xemacs/init.el

  (set-language-environment 'Cyrillic-KOI8)
  (setq default-input-method 'cyrillic-jcuken)

  (prefer-coding-system 'koi8-r)

But any text file in koi8-r encoding detected as RAW instead of
KOI8. The previous installed version, 21.4.19, detect those files as
KOI8.
