[Bug: 21.4.19] RET doesn't copy command line to current prompt

After playing with it some more, I see that that's way too simplistic.
It doesn't match the old behavior when invoked on the current input
line.

If I get a chance this week I'll play with it some more.  But if we
can't come up with something reasonable, I can live with the new
behavior.
