Problem with the xemacs packages

Hi,

I had downloaded  xemacs version 21.5.27.
I untarred it and did a .configure  ( directory is /proj/apps/xemacs-21.5.27 )
Then since I dont have root permission, I just did  ' make'.
Then I downloaded the sumo package and untarred it inside
/proj/apps/xemacs-21.5.27
Then I downloaded the mule package and untarred it inside
/proj/apps/xemacs-21.5.27

Now, when I  launch xemacs it doesn't pickup the packages automatically.

When I try to do a Update Pakcage index, it shouts with the following popup.
"No Index file  shall i create one in /proj/apps/xemacs-21.5.27/xemacs-packages"

When I press YES, it then says  <"Buffer is read-only :#<buffer
"package-index.LATEST.gpg">


Please tell me what to do as i am stuck up for a very long time.
