For many bugs, that could well be what happens.

But for bugs where it's not immediately obvious what the problem is, or
how to fix it, a bug tracker provides a convenient place to put all the
notes related to the bug.  Having all the information in one place (as
opposed to spread across multiple months in the mail archives) can help
with root causing.  It can also help newcomers come up to speed.

Of course, as you say, there's still the tradeoff between benefit and
the energy required to install and maintain a tracking system.
