xemacs trouble maximizing window

This has been going on for a while.  The last I heard, Havoc thought
it was an XEmacs bug but admitted he didn't understand Xt-style window
manager behavior well enough to be absolutely sure.  I feel the same
way in reverse but I'm less confident than Havoc about my position.

This stuff happens with metacity, and also with kwin (I think that's
what the K window manager is called).  Neither Havoc nor the kwin
maintainer have had any suggestions at all beyond "fix your bug", but
AFAICT we did.

I'll go take another look, but the obvious problems have been found.
You'll have to find a workaround in the meantime.
