After update from 1.5.18 to 1.5.19, xemacs 21.4.13 can only run from bash

Did you reboot? If you upgrade cygwin1.dll, Cygwin programs don't work
correctly (or at all) until you have rebooted.

You can use Cygwin's "run" program to hide the console window, e.g.:

	C:\Cygwin\bin\run.exe C:\Cygwin\xemacs.bat
