Sure, providing...

        a) It seamlessly drops back to FTP if the site doesn't have a
           HTTP server listening at their package directory.

        b) You do it without depending on anything that isn't in core
           (ie nothing in packages).

        c) Give the user a way to use FTP instead of HTTP.
