Should pending-del be enabled by default?

I remain unconvinced but on reflection it's not something that I'd go to the
stake over.  So long as the enabling patch also modifies NEWS and the texinfo
user manual to describe both the new behaviour and how to turn it off then
I'll be happy to agree to disagree.
