Accelerator keys in popup menus don't work

Thanks for the bug report.

After looking at the code I don't think that this will be easy to fix.  The
accelerator handling code for X is byzantine and may need significant
reorganisation before it can support popup menus.  On the other hand, the code
that sets up the underline doesn't know the difference between popup and
drop-down menus so that can't be easily changed either.

I've noted it down as something to look at later, but it could take a while to
resolve.
